Can I get an ID card if I have a warrant out for my arrest? My DL has expired & can't afford to pay any tix yet.

my boyfriend has a warrent out of state for a unpaid ticket and child support, he to needed an id for work and so we risked it went into the dmv got him a state id and that was all we did and he was able to get it. no problems just had to show his birth certificate and social and his id from the other state
