What are the laws for riding electric scooters in residential neighbors?

Both of my daughters were riding their electric razor scooters in our neighborhood and our neighborhood patrol officer(that we pay a monthly fee to patrol our neighborhood three times a week)followed our girls home and told me it was illegal for them to ride their electric scooters in the neighborhood. Is this true and where can I find proof of this law?

Since this question was posted in the South Carolina section of this website, I looked toward the SC Driver License manual. The only thing I find in the manual remotely related to your situation:"To operate a moped on the public highways and streets, you mustbe at least 14 years of age, have a valid driver’s license/ motorcyclelicense, a permit or a valid moped operator’s license."I know a Razor is not a moped, but this is the only thing I found close. Maybe that is why the security officer said it was against the law. When Razor put motors on those scooters they become motor vehicles.
