I had a simular situation, I left a vehicle in Texas with my mother inlaw and during the assignment overseas I paid the vehicle off and sent her the lien release letter; she lost it. The last title was a KY title with the lein holder listed on it. I called for 4 years, the 4th time being 11 March 2009. Ask for the title rep in the loan department. I paidoff the loan early 2002 and my old acount number was no good anymore. They asked and I gave my current address, driver licence number, ssn. for a search... This last time the rep gave a letter/number code for the lein release letter request and after 1 week I was informed the letter was in the mail. The other years I called I was never given a reference code and informed to call back... I guess it takes a rep that takes the time and cares to help. I wrote letters also in the earlier years no replys... Call, record dates, times, names, and get phone numbers when dealing with the finance employees.I did have one bank statement from the company with a incorrect phone number listed but with persistance you can contact the right person... hope this assists you. jim
