How do you get an ID Card without having a Social Security Number? 

Additional Details

Allegedly Social Security needs a US Driver's License or a US ID Card to issue a new social security card but the DMV wants a Social Security Card to issue a non-driver ID Card. How do you get an ID Card without having a Social Security Number?

i called the social security office and they said you can use other documents as identification. just call them and they will tell you what you need and they will send you an application. it will take about a month to get your soc. card unless you go to you local office and turn in your application there. hope you get things figured out, good luck.
