Is a private seller responsible for a vehicle passing state inspection?
I purchased a van in Aug of 2009. I have not been able to get it inspected since I bought it due to having to fix many things on it. I saw an ad that someone was looking for such a van and willing to trade his car for it. The deal was made and now the buyer has called and told me that the lifters are broken on the van and that one is through the floor of the van. I told him that I had knew nothing about that at all and that I repeated to him exactly what the seller told me when I bought it. I asked the seller why it failed inspection and he told me the gas cap and a headlight. I asked for the inspection report and he told me he lost it. It had three failed inspections stickers . I told the man that I needed a van that would get me back and forth for my chemo and radiation appointments and he said it was a very reliable van. It has not been driven since I bought it because I was investing so much money just in fixing all that I had found so far wrong with it. IE.. cleaning it, carpeting, windshield wipers, rotors, new brakes, oil change and on and on. I had yet to even get it to a garage for a final check before inspection. Being on a disability budget.
Am I responsible for this vehicle to pass inspection? and if I am , is the seller before me just as responsible? and if he is, can I recoup my registration and title fees back also?

Please if you could help me...
Thanks
