Is it illegal to drive with a pickup truck tailgate down in Illinois if you are moving furniture? 

Additional Details

I need to move from WI to Chicago and the only way to get my furniture to fit on the pickup truck is to leave the tailgate down. I plan to have it well tied in, but someone said it was illegal to do this.
