How old must a child be to ride in the front passengers seat of a car?

Title 17 section 291-11.6 is very vague as to when a child may sit in the front seat of a car. Section 291-11.5 deals only with children between the ages of 4 and 8. I called the police and I was informed that a child must be 12 years old or more, at least 4 feet tall, and at least 80 pounds to sit in the front seat, but I have not been able to find the statute or regulation this requirement originated. I want to know if my 9 year old step-daughter can legally sit in the front seat of my car.
