My motorcycle and title were stolen and my signature forged. How can I get the title corrected

A roommate took my title to my motorcycle to use as collaterol for money he owed an individual without my permission. He later was arrested for an unrelated charge and sent to prison. Shortly after that my motorcycle was stolen from inside my residence. A report was filed with the police for a stolen vehicle and the motorcycle was recovered and returned to me approximately 6 months later. I spoke with the detective and was told that 3 people had a warrant for their arrest and he could not tell me who until they had been arrested. I did not hear from the police again. When I went to renew the tag, I was told that the bike had been titled in someone elses name. I showed the police report of the stolen bike and explained what had happened but I was told to get the property report to see if the title had been recovered also. I was told that it was easier for me to get the report then them. I went to the police department and ordered the report. When I went back to pick it up, it was the original stolen vehicle report that I already had. There was no record of the recovery, they could not locate the Detective who had been handling the case and had recovered the bike and there was no record of an arrest. I finally was transferred to the stolen vehicle department and was given the person who had replaced the original detective. As she looked through the report, she stated that it did not look like anything had ever been done. She asked me to try and contact the previous detective who was now working at the Soliciters office. I called this office and they had never heard of this detective and said they had no one in their department by that name. When I went in to renew my car tag, I also asked to renew my motorcycle tag and was told that this was not in my name. Where do I go from here?
