Can my brother take me to get my permit, lady at dmv says yes but site says parent/guardian only
I need to take my permit test for a second time. My mom works all day and was luckily able to take me the first time, but I failed on the last question.

Before we left, she asked a lady if my brother/grandmother could take me next time since she works, and the lady said anyone can take me. Well, the website says only a parent or guardian can take me.

I don't want to stand in line for forever with my brother only to learn we can't take the test, so what is the correct reasoning here?
