I emailed a similar question to the DMV in Maryland, & received this reply:The title number is also imprinted on the registration certificate. It is an eight digit number and it is not the same as the vin. If you do not have access to the title number, you may apply for the duplicate title by mail or in person, completing the application with all other pertinent information (vin, year, make, name of owner, etc.).

http://www.marylandmva.com/AboutMVA/INFO/27300/27300-11T.htmTurns out this info is also on the receipt that I received for returning my tags to the DMV.I had another idea, while waiting for the email answer: If your car was financed (e.g., through a bank, credit union, dealer, etc.) - ask the financing agency whether they have the vehicle title number in their records.
