The only way to apply for a replacement license is to go in person to any DMV office. Once they determine that you are who you say you are, the DMV office will issue you a temporary (paper) license valid for 60 days, and will mail the replacement license to your home address. For specific instructions on how to proceed, you can read the following page:

You should of called the police for them stealing it if was real. They should still have it and you should prosocute them for stealing what makes that bouncer a expert at driver licenses.Other then getting it back from them go to DMV and get a temporary with your picture on it until they send you a new one make the bar pay for it.

I agree..
I went to the bar once with this chica... who looked alot younger than she was... the Bouncer confiscated her ID claiming it wasnt here. We went back to her place got all her credit cards and her social security card and went back to the bar.. he refused to return it. We called the cops and waited patiently.... upon the cops arriving we realized that they were best friends with the bouncer (go figure). Anyway the cops made him give the license back upon review of the social security card and other documents.
Amazing... but ultimately the Bouncer isn't a law enforcement agency and has no ultimate right or power to confiscate your ID. I believe proper protocol if they confiscate is to have the authorities notified and have you stand by.... if they just take the ID something is wrong.
