How do CA resident Students/Military register their car while out of state? Without a CA certified smog location?
I'm a California resident attending school in AZ. I recieved my renewal notice which requires a smog inspection but my vehicle is currently in AZ. Also my brother is in the military station in NC and is in the same situation.

If your registration expires while you are out of state and you require an update of your smog inspection sticker, you must submit your registration fees immediately to avoid late fees. Upon your return to California, you must get your car's emissions checked and submit the proper paperwork to the DMV. You will not receive your new registration or new sticker until the DMV receives the updated inspection report.

As far as your brother's situation, if you're deployed and your registration expires, you're eligible for a waiver of the late fee. Training doesn't count. I recommend that he calls the DMV to find out if he can wait until he gets back to CA to complete the smog check.
