I recived a ticket for $99 for no seatbelt, is this not a bit too high for Florida?

I recently received a ticket in Florida for no seat belt... ticket cost is $99.00, researching online I found that most people state that no seatbelt on a lone driver in the car should only cost $30.00, I understand some mark up for fees but over 3 times the amount everyone else is saying! Is this right, just want to make sure before I pay it.
